I think you forgot something this time, Event based temporary service channel doesn't need trademark/license like DTH/Cable service channels or Namo TV.

If Star could have worked it out to be a Service channel provided by the DPOs, there is no need for RIO. I think the main issue is with the feed itself. They can't use Internet to uplink, as they don't have the digital rights. However, they must have a trademark/license, and publish RIO, if this is a regular channel, and it's too late for that.
