If Star could have worked it out to be a Service channel provided by the DPOs, there is no need for RIO. I think the main issue is with the feed itself. They can't use Internet to uplink, as they don't have the digital rights. However, they must have a trademark/license, and publish RIO, if this is a regular channel, and it's too late for that.
I think also same. They were planning to launch IPTV channel but it was objected by the streaming rights holder

They can't broadcast IPL on service channel due to guidelines issued in sep 2022. It will violate clause (ii) @Vadirocks bro
