Actually if production of the feed is happening at 60 Hz refresh rate then if u try to convert the same to 50 Hz it will make video streaming to happen very minutely faster as u would notice with certain US based TV shows which when aired on English GEC channels would look to be playing little faster as compared to when u watch it on OTT as again these r produced at 60 Hz which officially adopted standard for NTSC format applicable in US as compared to India where 50 Hz is adopted standard and all transmission for TV Channels is done in PAL format.
Now coming to IPL it will certainly have dual support of both 50 as well as 60 Hz from source end / venue and Jio is opting for 50 Hz as when viewed on TV sets available in India which mostly support 50 Hz format there would be some juddering effect noticed while streaming a 60 Hz video content while on TV Sets / Mobile / Other Smart Devices which support 60 Hz motion play would be smooth. So to provide seamless viewing experience to all viewers on Jio Cinema whether they stream IPL on any device Jio Cinema has opted for 50 Hz format as not only those having TV sets supporting just 50 Hz refresh rate get benefited but as 60 Hz TV sets / devices support 50 Hz format too hence there too motion play would remain smooth
