I am not an expert or working in SD I am assuming this as normal user and by going sd activities in the past already you know sd is carrying around 32 sd channels from gsat15 after hevc on HD

I am still wondering if that extra space is due to HEVC implementation or a shift to another compression like h.264 . If it's due to h.264 then 20 HD will not fit in 1 tp as of now. h.264 is better compression than MPEG-4 Part 2 but not as good as HEVC(h.265) (which requires more processing power in STB to decode) so we may be seeing only partial benefit now. Maybe the 80 HD in 4 tps estimate will only be implemented after STBs are converted.

But how do you explain old HD boxes receiving those channels. Also no tp has more than 15 HD channels as of now.

BTW before hevc also they carried 16 channels per tp

Only 2 test transmissions are HEVC. The others are clearly mention it's h.264 according to this scan: #76
