They may took this decision because it is mission impossible for the companies to get new licence from the ministry

No chance for surya life and udaya life in nearby future because in both markets they don't have a consistent/stronger position.Even Surya TV is harder to get original content(movies & dubbed serials like nagin are the major rating contribution) they don't think for 2nd gec.While in the case of gemini news and udaya news which already stop their news relay..company may use their license to launch their bengali and marathi channel...and there is also a rumor that they may converted into udaya life and surya life
I think Zee tamil is more dangerous competitor against Sun tv than Vijay tv. Vijay tv boost their ratings through shows like Bigboss, when it ends ratings decline. But Zee tamil serials are increasing ratings.Serials are powerful one they clicked it is harder to pullout. Sun realizes the situation through new gec they plan to grab and secure audiences from other channels.There is delay from MIB in issuing new licenses and processing the name/logo change.
SUN TV facing tough competition from Vijay / Zee Tamil. They cannot delay the second GEC , so they rebranding Sun Life to youth channel. Once they get new license they will start the retro channel again. This is their plan as of now.
The Marathi and Bengali channel may be delayed further of there is a delay from MIB.
