Its because Ts having Jaya SD feed whereas Broadcaster providing HD feed only n price of HD is given by Broadcaster .. so Ts is not given anywhere.

Similar case with Dsport HD and Dsport SD.
Discovery has listed Rs.4/- for Dsport SD but Dsport HD has no rates in the new rule.

They are still providing that as u can chose additional 100 channels including remaining free to air ones at no additional cost. Just how one wishes to decode and understand rule with a proper perspective

Also selecting one Add On or Regional Pack was compulsory alongwith My99 base pack, right now many channels have converted from Pay to FTA hence one needs to opt for fewer favourite channels above basic slab to match earlier choice and cost will be more or less same.

Ch will not pay carriage fee arbitrarily in new era. If a FTA ch has 20% subscription then that ch will not pay any carriage fee. But if it has less than 20% then 5p per box carriage fee will be applicable.
