Whatsapp payment is not yet available. If it comes then we can expect that too, As Tata sky is using Whatsapp business service, so I don't think that making payments will be difficult

The reason Google Pay is able to operate in India is that it has the approval of the National Payments Corporation of India (NPCI), which runs UPI and approves and monitors all payment services in India.
