I think New GSat 31 which is at 83° E orbit will be allocated to Tata Sky by ISRO. It will replace Insat 4A. GSat 30 is perhaps delayed so perhaps this is new arrangement worked out by ISRO

Yes on Aug 31st its changed its Location Actually it was Launched at 74° on Feb to replace Insat 4CR. Now its moved to 83° slot

Yes, since no DTH services are available on 74 E slot, ISRO may have shifted it to 83 E as a replacement to INSAT 4A. Change of Plans
