TS will not get all 19 Tps bro .. Isro will keep some Tps for other use. Ts may get 3-4 Additional Tps if they can ask than Isro may provide

Yes bro i think i.e this sudden software update happening to migrate Gsat 31

AFAIK there is no relation of migration to present sw update....the sat is yet to be activated and its transponders...unless they activated nothing to migrate....sw updates maybe for for some bug fixes and maybe some internal updates..
