They will definitely get 12 transponder on GSAT 10 in near future(probably in one or two months as it was launched almost a year ago) because INSAT 4A has only 3 - 4 years left and it was 12 years mission and launched on December 2005. So if they don't get transponder on GSAT 10 at same 83 degree East they have to realign all dishes to a new satellite in a new direction after few years. Which will be a mammoth task.
Now why they are shifting to MPEG 4 its because of future planning. Ultimately they will broadcast channels from 12 Transponder of GSAT 10 in MPEG 4 DVB S2 to telecast almost 450 channels.
MPEG4 compression tech helps to add 70% more channel in same tp space. as tata sky wants to beam almost 400 sd and 100 hd channels in best quality to their subcribers along with interactive services.

Did you know main payload GAGAN of GSAT 10 has already been used by air traffic control to control routes of civilian flights over south Asian region. All ground stations(based on main airports) are already been connected to GAGAN navigation system. Don't argue if you don't know anything. Transponder allocation is being delayed because of legal procedure not because of failure of GSAT 10.
