That is not too tough to manage...it can be managed in phased manner...the way it happened for mpeg4 migration...just imagine this simple case...all HD channels and 4K are shifted to new satellite...this will create huge space in existing TPs and then slowly region by region alignment and transfer of channels can be done...extra space is really required for HD and 4K channels and the subscriber base there is manageable in number.

All new and old ch will be in new sat. the ch which are present in insat will be there till all repointing is done or till sat is dead.

star is using AS7 for c band feed.so i think mostly ts use AS8

Yes, They are going to use aisasat 7 & 8 16TPs from one sat. and 8 TPs from another sat. I dont know in which sat they are going to use 16tps and 8tps. that why they have asked us not to use spliters.
