no stay but HC might order TRAI to put the capping back to ₹19 but keeping other rules of NTO 2.0 as per TRAI.

if TRAI doesn't listen to HC's suggestion to remove the ₹12 capping, then HC also won't listen to TRAI and might give STAY on the NTO 2.0

With respect to only broadcaster side. NCF revision have to be implemented w.e.f. March 1st. DPOs such as Siti Networks and TCCL have started implementing it.

they didn't suggested removal of ₹12 cap, but suggested that if TRAI could postpone ₹12 capping for one month. This means HC is okay to implement NTO 2.0 rules except the ₹12 capping.
if tomorrow TRAI agree postpone the ₹12 cap for 1 more month then HC will definitely go in favor of TRAI & will give order to implement NTO 2.0 by 1st march!
