It's broadcasters now who decides on pricing of channels. Our Information and broadcasting minister Mr. Prakash Javdekar had assured broadcasters that NTO 2.0 won't be implemented anytime soon. Rajya sabha members should not be given ministry positions as they are not selected by the people. They don't have any attachment to work for people.
