I'm not sure why they are skeptical to implement the 15 percent discount rule. They are looking for feedback again. They are very well aware of the fact that the broadcasters are misusing the bouquets by giving 70-80 percent discounts. They themselves have mentioned it. Why not just force the 15 percent rule and see if any broadcaster goes to SC. SC already classified that they upheld the entire tariff order.
there is a law which states that manufacturer or service provider can provide whatever discount they want on their service or product so 15% rule will never come its better to forget it

I don't think so. TRAI has the power to force the broadcasters to follow the tariff order properly. SC can intervene if needed. SC had clearly upheld the entire order, which includes discount cap at 15% for the bouquets.
we cant and if you know trai rule correctly the mrp is not restricted to 19 they can charge more
Only if they don't include the channel in any bouquet. If a channel is included in bouquets, the MRP must be 19 INR.

As per trai's original rules, broadcaster can't give more than 15% discount on total sum of individual channels in a bouquet. But Delhi high court removed the discount cap. That's why ala carte channel prices are too high. But trai challenged it to supreme court but withdrew later.
