Seeking Help Unwanted Recharge

One of my Cousin recharged his DISH TV account (No longer in use from last 3 months) instead of Broadband account. It was a mistake and now Rs.7000 are in unwanted Dish TV account. Is there any way to get the refund of the account balance?
