Airtel charging full bouquet prices and not giving all channels

Hi,

In the braodcaster bouqets, airtel is charging full bouquet prices but not providing all the channels of the bouquet. is it not violating the TRAI rules? For example TV 18 hindi budget hd has 17 channels in bouquet but airtel is offering only 13 and 4 hd chaannels( FYI TV18 HD, MTV HD+, MTV Beats HD, VH1 HD)are missing from it. but they are charging full price.
