Content discrimination between SD and HD channels

Recently many big channels started their HD version. So it’s understood that there may be some difference between the quality of pictures between HD and SD.

But what I observed is that there is also difference in the content of both channels. GEC channels shows regular programs on HD but teleshopping ads on SD especially in night. Movie channels shows original movies on HD and dubbed movies on SD.

I really cannot understand the ideology behind this discrimination. It is known that to watch HD you have to pay more (in case of tata sky) but SD subscribers also paying to watch original content. Why SD subscribers should watch dubbed movies and teleshopping ads?
