For the first one, I only gave reply to what you asked..
correct. but in the second one you contradicted with the reply you gave for the first one.

A news channel from a Pan India broadcaster is probably fine, but not shopping channel.
My 4 sample criteria I proposed, that could be enhanced or modified to cover all such scenarios to ensure fairness and prevention of abuse...
we never asked for a SAMPLE.. we asked only for a foolproof SOLUTION.. kindly enhance it or modify it to cover all such scenarios to ensure fairness and prevention of abuse... (y)

We can see the result just in R2 itself without seeing R1 in this July month result!!

metric to decide upon quality of a channel is very simple, a popular SD or HD channel will always carry more weightage as it offers more good quality + fresh content in lot better transmission quality, it can be popular in any region/s and same should not be considered as a barrier to decide upon the value of entertainment it offers to its viewers.

Also anna no one is degrading the efforts of @PowerStar bro and we appreciate + acknowledge the hard work put in by him but as me and others have pointed out that the current R2 rating system is flawed and needs changes.

We can come up with following points system to given for addition and removal of channels -

FTA Popular Hindi/Regional News Channels - +/- 0.25
FTA Popular Hindi / Regional GEC Channels - +/- 1
FTA Hindi / Regional Popular Music/Kids/Movie Channels - +/- 0.5

For such non popular channels standard +/- 0.5 points can be awarded for addition or removal

Now for popular Pay TV SD channels following points can be awarded

Popular Pay TV Hindi /Regional News Channels - +/- 0.5
Popular Pay TV Hindi /Regional GEC and Movie channels - +/- 2
Popular Pay TV Hindi / Regional Kids / Music / Infotainment channels - +/- 1

For Pay TV HD channels twice the points as suggested for SD Pay TV Channels can be given / deducted accordingly

The above R2 rating system suggested by me is full proof..... One more addition to it can be that those popular FTA channels which show more original/fresh content can be awarded 0.5 additional points as mentioned in above chart and those who have both more fresh / original content + excellent transmission quality then they can be awarded points same as given for Pay TV Channels in various genres as stated above.

Also less popular FTA or Pay TV Channels can be awarded half the points as stated in above chart.

Popularity can be defined as to how much a channel is watched or has traction among the region/s it caters to....does not matter if it caters to any specific language/region or is a Hindi or English channel or a Pan India channel

I feel particular brand subscriber customer review of the month comments should also be included in result consideration as only adtv subscriber know the happiness of removal of bulk news channels ( although removals is not good for a dth) as adtv known for addition of news channels be it newly launched news channels or old news channels

I do not agree with ur view buddy that removing regional news channels was a good decision as we may not be watching them but there r lot of people who watch them....also it helps operators earn carriage fee which again contributes to them being able to provide better service offetings

2 news channels for a region/language r too less buddy.....i agree that 20 news channels for a region/language r not required but then for all the less popular / unrequired ones too operators get carriage fee which benefits us too as operators use that money to improve service offering.....we can simply skip or block the channels which we don't like watching :)
