Rs.20 is Idle Maintenance Fee so that's why account balance gone to negative. Yes, recharge with Rs.100 account will be active again.

Received a call from airtel & she said that new packs will be available from 29 December. We'll try to call every customer but as it's not possible so SMS will be sent on RMN about the same. You can select your desired channels & packs from 29 December through our website.
