I have contacted TS CC They clearly said that it's FTA Promo Pack is compulsory you can not Drop it.
Try to remove the telugu pack and see the NCF. Hope it will be for 100 channels only.
I think you have selected more HD channels. Note that each HD channel in you pack is equal to 2 SD Channels. That could also increase your NCF.
