If LCOs are paying directly to the channel distributor, they need to pay for each individual connection. Using DTH signals, he needs to pay for only one subscriber connection. Even if he is getting all channels (SD) from all DTH, he needs to pay a maximum of ~4000 to 5000 rupees per month. So that he can give a max of 6 channels from DTH and save a lot of money.

For this, I don't think he needs to get permission from DTH agent or channel distributor. He can get a connection for personal use and he can easily shift the connection to his control room since he know how to set up the dish. In my area (Velachery, Chennai), my LCO was previously given Puthiya Thalaimurai from Airtel DTH. Later he setup his own dish and received PT as FTA and distributed.
 
But its NOT legal.
DTH is for Personal use, Not for commercial broadcasting.
