It means if the HC order goes against Tata Sky and they are not prepared to implement new tariff rules. And fail to migrate all their customers by Feb 1 there could be blackout. This will violate TRAI's order and would be inconvenient for their customers. In that case TRAI can impose penalty as well

Correct. TRAI can still go ahead implementing 15% rule, let DPO's seek clarification from SC but their is lack of intention on their part
