No. Price can be anything no limit provided under new rule as it is under copyright law because if your fav star(lets Say Virat Kohli) perform good then he deserves more salary from broadcasters which will raise price of ch. Regulator cannot cap someone's salary

Not some channels... All watchable channels are expensive. They look cheaper like just 19.rs only. Eg. 10HD x 19 = 190rs + 18% gst + base pack ... Think about it don't blindly welcome every plans.
