No...i think Rohit Shetty has direct deal with Zee, his deal with Star Ended in 2017 itself, with last movie being "Golmaal Again", later I think that's why "Simmba" in 2018 went to Zee, Rohit shetty direct deal with Started with zee in 2018.

Simmba & Sooryavanshi went to Zee due to Co-Production of Reliance & Dharma, both had deals with Zee back then
Cirkus went to Zee due to Reliance & T-Series as I mentioned earlier in the post

Star/disney got Rohit Shetty films via their earlier agreement with Ajay Devgn wherein Ajay sir bought rights of all films he acted in and gave it to star/disney ....all other films of Rohit Sir be it Dilwale, Chennai Express, Simba went to other broadcasters. His older films r with various library companies hence can be seen across hindi movie channels pf different broadcasters.

Actually i think Rohit Sir sells the theatrical , satellite, digital rights to 3rd party companies like Reliance, Zee Studio, etc. which then sell the rights to respective broadcasters whom they have agreement with
