Yes Correct, Upgrade model of that +HD STB doesnt come with VC. The old VC is paired with the new STB from backend.

+HD PVR STB cannot work without Digicard (VC). If your current HD STB is cardless one, they will provide you with a new digicard to pair with the new STB
