What if a distributor doesn't have 200 FTA channels excluding DD channels?
For example, SUN DTH has some 165 FTA channels only, including the 25 mandatory channels.

Any channel. Not just FTA.

For example, SUN DTH has some 165 FTA channels only, including the 25 mandatory channels.
All the SD channels are counted as 1 channel be it FTA, Pay Channel or anything. Airtel provides FTA channel bundles but the channels in it aren't counted in 100 channels.

How can the DPO create a base pack?
If a customer wants only FTA channels, then the DPO should provide him 200+25 channels, right?

200 is maximum, DPOs can provide less that 200 @130/m, BUT can't provide more than 200 @130/m.
 
Top Broadcasters might agree on removing most popular channels from bouquets and price them as earlier, at Rs 19 per month. If things don’t work out, then they may to keep those channels in their bouquets again with new a la carte rate of Rs.12.

The Authority has decided that the DPOs shall offer 200 channels for the base NCF of Rs. 130/- and excluded the mandatory DD channels from this count. This effectively means 226 channels should be available to the consumers in the initial NCF slab of any DPO!

As per this, 200 is not 'maximum', but a 'shall offer' clause.

then they've to add more FTA channels, and would be better if few pay channels becomes FTA

That's correct, DPOs will offer 200 channels for NCF of 130 but subscribers can choose less channels also. The order is to increase number of channels in initial NCF.

In summary of order TRAI wrote- 'Increasing the number of SD channels that can be provided within the NCF of Rs. 130/- per month from 100 to 200 and capping the NCF for more than 200 SD channels at Rs. 160/- per month.'

TRAI also said that most DPOs are already providing around 200 channels in initial NCF (like Tata Sky complementary pack) so DPOs aren't adversely affected with this regulation.

TS and Airtel maybe having 200 FTA channels to offer, but SUN got ~140 FTA channels only.
So either SUN should add an additional 60 FTA channels to their kitty, or simply ignore the rule and continue with what they have, like what they were doing until now.
Even after the previous TRAI rule, they picked some FTA channels and sold it to customer as a pack for Rs. 9.
