I don't think so, I have active in this forum for quite some time and almost everyone has negative opinion of this tariff order.
Before the 2019 NTO, a HD subscriber used to pay twice for the same channel (once to SD version and once to HD version). On top of that if you happen to be a Tatasky customer, you end up paying 260 rs more. Isn't that ridiculous.

If the content production/acquisition costs are so high, let the broadcasters take those channels out of the bouquets and price them as alacarte channels at 19 (or even 190).

This new amendment doesn't stop the broadcasters from doing that. So why do they have to cry foul?

More subscribers for a channel means,
  • More ad revenue for broadcasters.
  • More ads mean more opportunities for goods manufacturers to push their products to the end customers.
The consumers play a huge and a vital part in this circle of economy. This is a self sustaining circle and if one participant tries to be smart and take advantage of, it will affect all participants.

DPO stays safe in NTO with stable revenue of fixed NCF, 20% share of pay channel/boutique price, volume incentives and carraige fee from broadcasters.

Interesting write up:
How prices of TV channels may not reduce despite the new order by TRAI
This new order many not going to help anyone,
If broadcaster increases Channels price there is a risk of loosing consumers
And for consumer the mess is as it is,
Those were days of old tech when Cable operator had huge numbers of STB and copper cable Amplifiers to distribute channels
Now lot's of thing have changed but still except few most of us don't wan't to pay more than ₹250 on cable connection.

I have dishtv connection. Before 2019, i had 310rs base pack + 65rs alacarte for cricket channel (sony/star). Total almost=375.
Post NTO, I ditched star bouquet and subscribe to sports only during tournaments. My bill never crossed 310 since, feb 2019. Currently monthly bill is just 246₹. Fully satisfied with NTO.
DNT KNOW WHY FEW GUYS ARE FEELING PITY FOR BROADCASTERS HERE. PLS GO AND READ THEIR BALANCE SHEET. Subscription revenue have increased for all major broadcasters and ad revenue has fallen because high channel prices. Trai has been fair to all. TRAI has NOT set any ceilng on channel price(12rs for bouquet channel), but ceiling of 160 is on NCF. IF broadcasters think they have quality content then they should not need bouquets and can set individual channel price whatever they want. Fact is both DPO/broadcasters are being greedy and not reduced NCF and channel prices.
My opinion is bouquet should be completely done away and differential channel price should be allowed for long duration channel subscription. Eg if channel A price is 10rs/month, thn 6 month lockin price should be 50rs. DPO should also bring curated packs with low NCF for customers watching less channels. This will satisfy all.

Seems, those guys who are missing old rule, were happily paying 65rs for one channel.

Used to pay around 170rs only for Kannada channels in SD previously on DTH. Cable guy used to charge minimum 300rs for basic stuff with no HD, so cancelled that few years ago.

Now paying 220rs for Kannada channels (except Star) and a few English channels which I wanted along with having HD versions wherever available. Previously we would have to pay almost double for the same stuff.

The tariff order is good for choice. I hope they never go back to the old system.

Only broadcasters need to be taught a lesson because they are looting right now.
