If they want they can keep their channels above Rs.19 no issues only constraint is it can't be part of any Bouquet and should be an alacarte channel.

If ipl comes, they may charge 49 per month for ss1 channels.

So Dpo can definitely form basepack with only pay chs without FTA chs. No need to subscribe 100 FTA chs if someone don't want

It will be more than 130 as clause 7 of page 1 says

if a subscriber opts for pay channels or bouquet of pay channels, he shall be liable to pay an amount equal to sum of distributor retail price(s) for such channel(s) and bouquets in addition to network capacity fee.

So if ADTV combine STAR+SONY pay ch bouquet and form base pack then they will charge Network capacity fee of ADTV+pay bouquet of STAR+SONY (with some discount from broadcaster for those bouquet)

Simple, don't include SS1 in star bouquet. Then they can charge even Rs1000 for SS1 as law allow them to do so
