I think some people are trying to mislead others.

It's not true that you can get only fta channels under 'base pack'. You can get any channel. You just have to adjust your package using selfcare app.

That’s the most difficult part. Try convincing your mother or wife who can’t survive without the daily soap and chances are that you may be thrown out of the house. Broadcasters know that!!!

Having said that Network capacity fee still need to be payed for the subscribed amount of channels (which is set to a maximum of 130 for 100 channels, be it FTA or Pa)y

clause 6 says
No distributor of television channels shall charge any amount, other than the network
capacity fee, from its subscribers for subscribing to free-to-air channels or bouquet(s) of free-toair channels.

So pay chs not included in network capacity fee
 
network fee has to be paid for the fta pack also. In fact, for FTA, they cannot charge anything other than network fee. So whatever you are paying is towards network fee.
The question is - do you want to pay network fee and get junk channels in languages you don't even understand (dth provider's FTA package), or do you want to pay network fee and buy channels you require (your own customized package)

Provided that if a subscriber opts for pay channels or bouquet of pay channels, he shall be liable to pay an amount equal to sum of distributor retail price(s) for such channel(s) and bouquets in addition to network capacity fee.

In discussion TRAI seems to stress that without Network capacity bandwidth how will you receive pay chs, it's similar to without Internet how will you receive Netflix that's why they kept Network capacity even for pay chs

So DPO cannot mix FTA and pay chs. Pay bouquet needs to be subscribed separately
