Very low volume on HD channels

Whenever I watch any program on an HD channel, there is very low volume on the channel, but on the contrary when there is a commercial break, the volume just starts blasting. Why is it so?
What sound settings should I use?

can u tell me that, how can i receive 5.1 dolby surround sound through my home theatre.
i have videocon hd receiver which have a spdif output. but i cant find such jack/cable to connect with my home theater which have spdif input.

so please send me the link for such jack/ cable to purchase the same.
