what is migration topup? is it free? am upgrade sd+ to hd+

Migration topups are mostly DBR topups.
DBR topups mean that money is deducted only on daily basis.
It can be free in rare cases only.
If you tell us the name of your topup then we can give you full details of it.

Both have 30 days locking period. if u have minimum balance then go for this .. otherwise no difference
