What if 15 percent rule doesn't come? TRAI will discontinue the whole thing?

SC acknowedge the side effect of bouquet in their judement, look at page around 83. As per their view bouquet force consumer to buy unnecessary chs thus kiling rivial competition broadcaster's ch. So it's almost certain they will reimpose 15% rule
 
And if trai really care of common people then first term 153rs want come down to 50rs max and give free hands to choose their channels or buquets

Currently 50 % revenue a customer pays goes to local cable operator. So if common man subscribe rs 200 pack then Rs 100 goes to lco. other 100 spilit between MSO and broadcasters as per their fixed deal which gives a lot of headache and blackout. Now if as per your word TRAI make that Rs 50 limit then LCO will get only Rs 20. In no way you as an owner of cable operator can get your earlier revenue so you will shut shop.
 
What Trai is asking is the bouquet price should at max be 15% cheaper then sum of al carta channels present in a pack/bouquet, so thi will increase the price of bouqet significantly. I seriously doubt broadcaster will make al carte prices cheaper, Since many channels are priced at the max price of Rs19/ channel. If anything the 15% discount will make the bouquet price even more expensive.

Ok. But my question was, what if the SC doesn't impose the rule. TRAI must stop this process as it doesn't make sense.
 
What is 15% rule can someone explain clearly?
Say if a broadcaster has X number of channels and sum of their a-la carte prices is RS. 100. Then a bouquet of these X number of channels should not be less than RS. 85.
I.e., there cannot be more that 15% discount on aggregated MRP of channels in pack.
Now, if the rule is allowed by SC, then either MRP of channels will come down to keep bouquet prices low, or price of bouquet will increase.
 
Ok. But my question was, what if the SC doesn't impose the rule. TRAI must stop this process as it doesn't make sense.

Then we need to collect donation and send it to judge to get a favourable judgement
