The reason is respective broadcasters wants to expand in genres which may get good viewership and ads too. Also they'll also get subscription revenue.
So I think the main reason is MONEY.

Star Gold 2 HD as well. Disney/Star's wings are clipped. Until the NTO 2.0 is implemented (which may take forever, given the coronavirus), it cannot shift around channels or launch new ones. Even (suppose) if it wants to shut down Star World Premiere HD or Baby TV HD, it cannot.
This is a difficult one. Sony (unlike Star) is free to shut down channels as it likes. But it cannot launch new ones. Sony Marathi HD is pending for 1.5 years now, and there is surely some reason for it (even though the MIB has granted approval).

Regional audience aren't concerned about resolution. They watch the content if it's fits according to their taste. All broadcasters should take Sun Bangla approach and provide SD channels in best resolution possible. Unlike Hindi and English viewers. They won't switch to piracy for better resolution.

Still worth watching if you haven't watch the disney's teen series. Also Friday features tv movies. Most of which can't be found elsewhere.
