it raising orbit because to lock on 83 E. In simple word orbital period is 1436.1 minute but at this time the orbital period of Gsat 10 is 1432.7 means latter longitud will be decrease. Its all mathematical calculation and we are not much expert in it.

LONGITUDE: 83.08
now they r going to start reverse gear from 83.08 to 83.03 or 83.00. :lol

One main thing is remaining that is orbital period, for any object to revolve around earth with same longitude [ any geostationary satellite] need orbital period equal to earth that is 1436.1 minute. Now it 1436.1 of for gsat 10. So tomorrow it can be lock in orbit and then isro will start test of its payload asap.
