A merger doesn't mean 10 + 10 = 20. The company has no need to pay this much of executives as well as the persons holding similar positions from both companies hesitate to co exist. Some people in this list will leave the company.
Also I don't think Akash Ambani will be in the board.

Viacom18 has already begun the formal process of transferring its TV channels licences to Star India by submitting an application to the Ministry of Information and Broadcasting (MIB), with approval anticipated soon.

As part of the post-merger structure, Nita Ambani is set to assume the role of chairperson of the newly-formed entity, while Uday Shankar, co-promoter of Bodhi Tree Systems and a veteran media executive, will take on the role of vice-chairperson.

It still appears that Uday will take the lead & serve as the primary decision maker. Mukesh and Bob are unlikely to be involved in company's matters directly and will receive reports from their respective RIL and Disney directors within the new company. Nita Ambani will hold the title of chairperson in name only as it seems her and Aakash's positions are reserved solely to ensure representation from the Ambani family. Previously, they werent directly involved with Viacom18 because the company wasnt as big but the new merged entity is too large to ignore, hence their inclusion on the board.

I believe Uday will remain the decision maker, though he will have to report to Nita. Uday and his team will lead the new company and K. Madhavan is likely to become the CEO of the broadcast entertainment sector.
