They don't really have to publish anything until March 1.

They have to publish by Jan 15 for new RIOs to be in effect from March 01. 45 day period for RIO to come in effect in Tariff Order 2020.

Thank you. Good to know! They took a long time during NTO 1.0 by making TRAI push the deadline again and again.
