govt gets 18% gst from ncf and 18% gst for each pay channel

GST is 'over' NCF/channel, not 'from'. i.e. 18% is on top of 130 Rs NCF, not within 130₹.
NCF is 130Rs that fully goes to DPO.
GST is 'over' 130₹, not 'from' 130₹.
