I am not sure why they are treating both as same . May be because both are digital signal carrying same 11100000s.

In new era govt in giving you freedom to choose any TV chs just like you decide which free website to visit with your basic internet access.

In earlier regime also there were Cost for FTA . I remember ts used to charge minimum Rs 5 for every fta chs . It's not new.

Who pays for the infrastructure of Free Dish? I bet it's our tax money. From now on Free Dish users should also be charged for FTA channels. Why shall we pay for someone else's luxury?

Ok one question, can i mix hd pay channel in the base pack? I mean instead of thaking 100 fta sd channels, can i take say 70sd fta channels and 30 pay hd channel in the base pack?

26 DD channels + 74 SD channels = 100
26 DD channels + 44 SD channels + 15 HD channels = 100 channels
1 HD channel is equivalent to 2 SD channels. So, if you take 70 SD (including DD channels) channels then 15 HD channels can be taken in place of 30 SD channels.
