You got it totally wrong....Users will take only his/hers required pay channels and not just becoz slots are available it would eventually increase monthly bill.

Tatasky takes Carreige fee and not charging NCF for FTA channels so that max users will select it so broadcaster can generate Ad Revenue. If NCF is charged for it nobody will subscribe to it.
I replied based on NK Raj's post that he is going to take 100 pay channels due to this offer. Check that.

also they had capped bouquet discount so that a-la-carte rates r not unreasonable but it got somehow blocked and still hanging in balance

From TRAI FAQ:

13. Whether there is a capping on discount while forming the bouquets?

Tariff Order puts a cap of 15 % meaning thereby any bouquet price cannot be less than 85% of the sum of a a-la-carte rates of pay channels constituting that bouquet. However, Hon’ble High Court of Madras has struck down this clause for the bouquets being made by the broadcasters stating that the clause putting cap of 15% of discount on the MRP of a bouquet is not enforceable. In this regard the Authority has approached Hon’ble Supreme Court which has not agreed to. As such, at present, the 15% cap is not being implemented for the bouquets being made by the broadcasters.
 
Telecom Regulatory Authority of India (TRAI) on Thursday (24 January) ruled out furthering the deadline to migrate to the new regime for broadcasting and cable services. The broadcasting regulator had set the migration deadline to 1 February 2019, The New Indian Express has reported.
TRAI, in a press release, said that the work related to obtaining the choice of consumers has been “progressing quite well” and that around 40 per cent of the users have already exercised their options.
“The service providers have also given their assurances that work related to seeking the options of the subscribers is in full swing, and they will take all the steps to obtain options of all their subscribers by 31 January...

new regulation also capped carriage fee 20p also if ch gets certain number of subscribers then broadcaster will not pay carriage fee even if it is FTA
 
Telecom regulator TRAI is hopeful of at least 90 per cent TV viewer onboarding before the February 1 deadline for migration to the new tariff regime for broadcasting and cable services, according to Chairman RS Sharma. Up against stringent timelines, and with just days to go before the crucial switch-over, the regulator is also keeping a hawk eye on the progress made by Distribution Platform Owner (DPO) and the broadcasters in recording consumer choices.
