That's what i also see, it seems DD chs are not included in TS first NCF slab of 100 chs. We are free to choose all 100 SD chs . So no NCF for DD chs

User will get that benefit only if he takes 100 pay channels. For someone taking 20-30 pay channels, no reduction.

Whoever has written this article he or she does not know that TRAI has capped pay channel price at Rs. 19 for ones willing to be part of bouquet, also they had capped bouquet discount so that a-la-carte rates r not unreasonable but it got somehow blocked and still hanging in balance

You got it totally wrong....Users will take only his/hers required pay channels and not just becoz slots are available it would eventually increase monthly bill.

Tatasky takes Carreige fee and not charging NCF for FTA channels so that max users will select it so broadcaster can generate Ad Revenue. If NCF is charged for it nobody will subscribe to it.
