what is meant by blind scan ?

It's the option to search Tp in Fta Stb's, this option is not availble on Dth stb's, with blind scan option stb automatically search all Tp availble on that Sat.
 
In normal scan you will enter the TP details like freq, SR, Polarity, FEC etc and search for it. In few receivers you will have inbuilt database with those freq. details. YOu will select the TP details and scan for it.

But Blind Scan will search all frequencies, all symbol rates, all polarities and all FEC's of a satellite and do not require a database to be stored on the receiver
 
This is common feature available in most Free to Air receivers. It is either a software based blind scan or the faster hardware based blind scan. It's purpose is to find channels on a particular satellite with out any scanning rules. It "blindly" scans every possible horizontal and vertical satellite frequency and symbol rate. What this means is you get more channels and will not have to depend on channel lists from others.
It means that the receiver will do an automatic scan of the incoming satellite signal in small steps for active symbol rates to determine if there are any live transponder signals transmitting Free to air TV or radio channels. In this special search feature, the receiver will not only identify the frequency but also the symbol rate, polarity, FEC, and PIDS. It will then store these transponders and any FTA channels it finds in its memory. Any encrypted channels it finds will not be displayed, instead you will see "BAD or ENCRYPTED SIGNAL". These are not FTA and will require subscription.
 
In satellites each transponder operates at a different frequency and symbol rate. Many FTA receivers are designed to detect any active transponders and any channels on those transponders. Because they are designed to do this without needing to be pre-programmed with the transponder information for each satellite, this process is referred to as a "blind" scan. :)
