With 3.5mm jack , yes my TV supports dd+ it's 4k TV

I think the issue has been found, ur using 3.5 mm jack.

3.5mm jack can only transmit Stereo sound and NOT Dolby.

Correct. DD sound passes through only HDMI or Optical cables. 3.5 mm cable can give you only 2.0 / 2.1stereo sound.

Hold optical has limits of 5 channels, the correct ways to connect is stb->ht->tv(arc) through HDMI.
