What I found was this is just a Model Cordless Phone which having 12 Digit Number Ring with A Nail on the Top to replicate Antenna.
Many Kids used to show this as if they possess own Mobile Handset. Funny Memories!!!

bro this is a type of roulette in top right there is a stick if you press that inside the box number wheel start spinning and not clearly visible on pic because of old pic a small ball was also inside this box and when wheel stop spinning ball came desired number he won.
