80% channels available on ddfd are now pay channels. So, you are already getting pay channels on DDFD while DTH & cable TV subscribers will pay for those channels.
By the way, why they'll give you pay channels when you'll not give them anything?

The TRAI tariff order applies only to digital addressable services which refers to encrypted feed of private DTH operators. Since DD free dish has unencrypted feed it is not an addressable system and will thus not be affected.
