Why not. (But keep trai definition aside as TRAI called everything as bouquet)
DPO bouquets include TV channels(& services) only. Many DPO name it as add on packs. It has discount limit rule as applicable to broacasters bouquet. NCF is not part of DPO bouquets. A bouquet can have either pay or FTA channels, not both.

while DPO packs/Curated packs can include Broadcasters bouquets+ DPO bouquets+ a la carte channels (irrespective of price). No discount is allowed on DPO packs as discounted bouquets are already included. So further discount over DPO packs will cause double discount. NCF may or may not be part of DPO packs/curated packs. Discount may or may not be given in NCF. DPO packs/curated packs can have pay as well as FTA channels.

We are talking about DPO bouquets and packs. Tata sky says its own DPO packs as curated packs and own DPO bouquets as add on pack(afaik).
Whenever new DPO pack comes it will be clear.

@Abhinav842 bro. That's why I didn't point out difference. You pls do a good research and write an article over it. There is nothing in name. We can name moon as sun, sun as moon. This doesn't transform a moon into real sun.

DPO bouquets called as add-on are either pay or FTA, not mixed.
DPO packs/curated packs(bouquet as some call) have pay + FTA as well.

If you are willing to read, read page 153 onwards of Bombay HC Judgement (link below), where broadcasters said we are only regulated and there is no similar price regulation for DPOs and their argument was quashed by the Court.
