Where do you see that 130 figure ? That's the upper limit DPO can charge max. DPO are free to charge anything from Rs 0 to 130. And the fee is for bandwidth just like internet connection cost

It's not true that you can get only fta channels under 'base pack'. You can get any channel. You just have to adjust your package using selfcare app.
