As far as I understood from this community, these are the new rules.
1. All LCOs/DTH operators will provide all alacarte channels and bouquets given by broadcaster without any changes. (Note: They provide only those bouquets to which they reached an agreement. For example, Tatasky may not make an agreement on a particular bouquet of SunTV in which Gemini Music HD is present. So, that particular bouquet might not be available for TS users. It is upto MSO/DTH and Broadcasters to make agreements. Subscribers don't have a say in it.)
2. DTH can make their own bouquets from the alacarte channels or existing bouquets subject to some rules.
3. Subscriber can choose any number of FTA/pay channels alacarte or in the available bouquets.
4. Cost for subscriber = 1.18 * {130 + MRP of pay channels/bouquets + extra NCF (if number of channels exceeding 100)}
5. FTA channels cant be charged separately. Their price comes under 130 + extra NCF only
6. Max lock-in period for FTA/alacarte/bouquets = 30 days. But lock-in period of packs which DTHs create and offer on their own is upto them.
Right?
