Activating new connection

I ordered a new STB for my mom as her old STB died (Card not being recognized error). As ODU is intact, I didn't order installation or ODU. How do I activate the new service? [ Note: I ordered it as a new connection as the old connection was in my name and I wanted the connection to be in her name. Hence, new account to be activated]
I am unable to register a new account with the VC number as they have not enabled the VC number yet is what I think.

As soon as it reaches to the team,services gets activated.

They do not have any records to activate it seems. They are asking to connect with the shop which sold it. Unfortunately, I bought it directly from their website,
