Most probably yes. Nothing mentioned in TRAI order so it's upto DPO and Broadcasters

there is a lot of confusion as of now. but i think minimum amount that one can spend on packages is 130+tax . e.g if i have to buy star 49 pack then i have to take another pack of rs 90 to activate my stb. right?

I have three connections. One is Prime @ 389.00 and other Two @ 175.00 per month what will be the future of these connections. Earlier in all DTH One is prime connections and other up to three are add on on cheap rates.

Max ₹130 +taxes is the Network Capacity Fee, which is to be paid other than than the subscription charges.

Our fears Regarding new tariff order to be implemented from 29th Dec 2018

1. False : we need to pay 130rs+GST for Basic pack
Truth : In the TRAI order it is given that MRP 130rs i.e. maximum price not the minimum from this we can infer that Basic pack less than or equal to 130rs it may be 100rs or 80rs or less varies from each distributor so don't worry about 130rs it will be less for most of the distributors (Refer Point no. 81 Page 47)
2. False : We get only FTA channels for first 100 channels
Truth : First 100 channels would be free to choose any free-to-air channel, pay channel, premium channel or bouquet of channels offered by the broadcasters or bouquet of channels offered by the distributor of television channels (Refer Point no. 50 Page 34)

Provided that if a subscriber opts for pay channels or premium channels or bouquet of pay channels, he shall be liable to pay retail price for such channels or bouquets separately. (Page11, Point 6)
