I think Nobody(DTH) Blocked DD Sport. But the DD Sport himself blocked the transmission to the Paid DTH services during commonwealth and IPL. The blocking is DD Sports strategy.
This actually beneficial to the private DTH and Cable operators, coz the customers to use(Rechrage) the sports pack. If customers getting free LIVE SPORTS and IPL on the DD SPORT over Paid DTH/CABLE then why will they pay(Recharge) for sports pack?
DD sport's transmission feed for DDF and DTH/Cable is separate.

Just observed that Telugu Doordarshan channels, DD Yadagiri and DD Saptagiri are showing IPL highlights with Telugu commentary and Telugu scorecard similar to one shown on Star Maa Movies.
